*There are many aspects to creating the town you want to live in - these are just a few.
SMART INCREMENTAL DEVELOPMENT

Maintain the scale and character of our town.

Resist calls from Albany for top-down, one-size-fits-all zoning mandates.

Ensure new development fairly contributes to the tax base.

Work with residents and the Planning Board to create a planned, shared, sustainable vision that supports vibrant hamlets with diverse housing options.
-
Require a minimum 10% affordable housing allocation for new multifamily construction.
-
Explore creative funding for incremental affordable and workforce housing.
-
Collaborate with key stakeholders including the Chappaqua Central School District to minimize adverse impacts to our infrastructure, schools and class sizes.
MILLWOOD & THE WEST END
-
Focus on maintaining the environmental diversity and enhancing the communities of Millwood and the West End.

Continue working with the County and State with regard to the completion of the Millwood sidewalk and Millwood Park projects.

Continue to work with the reinvigorated Millwood/West End Advisory Board and maintain direct and regular communication.

Continue to lobby for funding for local road projects on Rte. 100 and funding in partnership with Ossining for the Rte. 133 bike path from Ossining to the North Country Trailway.

Continue to look for affordable funding opportunities for the Millwood sewer extension.

Encourage development of unused parcels and fully engage local residents as part of any development project.
ENERGIZE OUR HAMLETS

Create energized hamlets appropriate with their size and scale by bringing experiential opportunities to the hamlets, enhancing resident programming, and fostering merchant and housing diversity.

Support and promote new businesses that open in our hamlets.

Work cooperatively with developers who are looking to invest in our hamlets while keeping our public boards and residents as part of the process.
AIRPORT IMPACT

Strongly and publicly advocate for New Castle limiting any expansion of operations or infrastructure at the Westchester County Airport.

Participate fully in the Master Plan process and maintain a strong presence on the Westchester County Airport Advisory Board.

Work with surrounding communities and environmental groups to find common cause to address the concerns of New Castle residents regarding the noise, environmental, health and safety, economic, and quality of life concerns of our community stemming from the Westchester County Airport.

Actively pursue mitigation strategies including, but not limited to, flight path dispersion and the I-684 runway approach.
BOARD OF EDUCATION
Foster an excellent working relationship between the Town Board and the Board of Education, and prioritize effective, collaborative communication, shared services, and mutual respect between the two governing bodies.
PROPERTY TAXES

Hold the line on taxes as national economic outlook becomes more challenging.

Require development proposals to include community contributions to minimize additional burden on our roadways and town services.

Prioritize infrastructure improvements before unnecessary development costs.

Work with the CCSD and government agencies to take advantage of appropriate shared services.
DIVERSITY, EQUITY & INCLUSION

Commit to the principles of diversity, equity and inclusion in all that we do.

Cultivate and engage our diverse community and the viewpoints within it.

Work closely with the CREI and continue to expand its leadership to explore ways to expand cultural and diversity education and programming.
BOARD OF EDUCATION

Foster a positive working relationship between the Town Board and the Board of Education.

Prioritize effective, collaborative communication and mutual respect between the two governing bodies.

Coordinate with respect to DEI initiatives.
ENVIRONMENT & SUSTAINABILITY

New Castle has been at the forefront of environmentally-friendly legislation in New York, and we will continue that legacy by working with the Town Sustainability Advisory Board to develop initiatives to reduce greenhouse gas emissions and adapt to a changing climate.

Explore ways for residents to participate in Community Solar Projects, work to foster good working relationships with local utilities while advocating for prompt service during weather events.
DAILY LIFE

The big issues are important, but it’s the little things that impact us all every day. We will ensure that we solve for those issues that impact each of us directly and daily like filling potholes, paving roads, keeping our town and parks safe and clean, beautifying our hamlets, increasing programming for residents of all ages, advocating for constituents during power outages, helping residents find the services they need, and solving problems important to you.
